Come 'Ere, Boys summons Urkins (I think I have the name right).

I assume you do not have pay the points cost for the new Urkins, or plan for them to be in your force. They just show up as extras in the middle of the game.

Or do you add them to your force before the game starts and then not deploy them at the start of the game? So the power would be a way play with the scenario deployment rules.

(Luckily, I have two bonus Urkins hanging around from stretch goals!)

Correct. The Urkin aren't included in your points cost or Company build. He just calls them on.
Bear in mind it does use an Action and Urkin are a bit feeble so if used carelessly he can be feeding your foe VP's ;)
