That's a really interesting idea.
I like the deployable weapon one :D
Maybe they could be a kind of "Dr Disraeli's Special" for around 8-10 points?
A variety of delpoyable cool things - a man portable Alchemantic Inhibitor? All sorts of ideas just sparked - thanks! :lol:

Ooh! Coming up with stuff, fun!

We could have Peelers in there. Proto police force that have been twisted (see what I did there?) by the needs of what the Engine is doing to London into secret, fascistic police force, specialising in subterfuge and making people disappear. Think the New Crobuzon Militia from Perdido Street Station.

Their characters could include models which could infiltrate the board, disguised as civilisans until they pull their badge. 'SPecial Constables' who have been given body-altering potions who need to controlled like attack dogs until their collars are released (then *everyone* has to get out of the way). Constables armed with crowd control glue cannons who stick enemies in place so they can be 'arrested'.

They could be able to hire low level models like Urkins as informers, or even Servant minions (because 'patronage' is a thing, even at high levels of government).

Speaking of glue cannons, these have to coem from somewhere, and given Edinburgh was a light of science in the 18th century, perhaps these were bought from the workshop of famed inventor Robert Louis Stevenson. Known the Empire over as developing the best 'toys', such as the glue cannons of the peelers, but hey, he has to test them somehow, and how else than by his good acquaintances Burke and Hare who s supply him with freshly deceased manikins ("From the graveyard, on our 'honour squire") whom he bolts on weapons for testing.

And Stevenson strikes me as the kind of man who would delve too far. His machines may have scratched the seal to the other place, where the picksies and other folk who roam the highlands of Scotland gather. He has little helpers who do so love to help, especially when it results in the humanistic screams which are as music to their ears, the playful little scamps. Afterall, Stevenson needs ot get his ideas from somewhere....

How about some H.G. Wells inspiration? The Time Traveler could use his spells to manipulate the flow of time in the form of re-rolls to a specific ability (e.g., Finesse check, CC Attack, Ranged Attack, etc.). He would be available to any faction (though he should be a lot of points). Also, he could summon Morloks, explained as him traveling to the future and bringing them back with him.

I think a Captain Nemo type faction could be cool, as well as a Jack the Ripper style character. Jack would be more like Seamus from Malifaux than the actual source material.

Some of Dickens' other works would fit in. Ebenezer Scrooge and the Ghosts would make an awesome company box, as well as the characters from Great Expectations.

How about a faction of rich kids who are looking to join a fraternal order, like the Skull and Crossbone Society, who have to terrorize the little people as an initiation. They have access to high tech weapons and gear and go down to the dodgy section of London, where the authorities are less likely to care about the citizenry, to fight the established groups and take back a finger or two...(I totally ripped this off from Necromunda).

Just a few ideas I had...
